Dependent Care Assistance Program (DCAP)
Participation: The DCAP runs on a calendar-year basis (January 1 to December 31). You can enroll during the fall of each year (annual open enrollment) or within 30 days of a status change or qualifying life event.
Your Contributions: You may contribute up to $5,000 each calendar year ($2,500 if you are married and filing separately).
Using Your Account:
- Use funds to pay eligible expenses incurred between January 1 and December 31 to enable you to work.
- Apply any leftover funds to expenses incurred between January 1 and March 15 of the following year (the “grace period”).
- A “use it or lose it” rule applies. You forfeit any money that remains at the end of the grace period.
- Submit claims by March 31, 2019 for 2018 (and grace period) expenses.

- You receive County-sponsored life insurance as an active hourly or salaried employee, provided you hold a regular-coded position and work one-half time or more per week.
- Most bargaining unit employees receive $25,000 of basic life insurance coverage. County-sponsored coverages can vary across other employee groups as shown in the Group Life Insurance Policy.
- The County pays 100% of your coverage as a full-time coded employee.
- Part-time employees pay a pro-rated amount of the rate, based on the number of regular hours worked each pay period.
- You designate a beneficiary for your life insurance benefits.*

- Coverage is based on your bi-weekly salary.
- You pay the full cost of coverage.
- Your bi-weekly salary determines your eligibility for 13 different coverage options (Options 1 – 13), see the Benefits Guide for details.
- You may have to provide evidence of insurability before coverage takes effect.
- You can opt for the “automatic increase formula” or the “fixed formula” when you select coverage. The automatic option increases your coverage automatically if your base salary changes, and the fixed option keeps your coverage amount the same regardless of a salary change.

AD&D

You can purchase AD&D insurance coverage for yourself. You pay the full cost of coverage. Refer to the interactive Benefits Guide for details about your coverage options.
As long as you purchase coverage for yourself, you can purchase coverage for your spouse and/or children (you pay the full cost of coverage).
Coverage options for your spouse and/or child are a percentage of your coverage:
- Spouse-Only Coverage: 60% of your coverage.
- Child(ren)-Only Coverage: 20% of your coverage, per child.
- Spouse and Child(ren) Coverage: 50% of your coverage (for spouse) and 15% of your coverage (per child).
The benefit, or percentage of coverage, that the Plan pays depends the covered loss (death, loss of sight, loss of hand or foot).
Maximum benefits apply: $250,000 for loss of spouse/$100,000 for loss of child.

The County offers disability benefits to partially replace your salary if you are away from work because of a non-work-related illness or injury.
California State Disability Insurance (SDI):
- If eligible on or after January 1, 2018, you receive 60-70% of your weekly salary, up to $1,216.
- To determine your weekly salary amount, the SDI program uses the highest wages you earn during one quarter in a 12-month base period.
- You may receive up to 52 weeks of SDI benefits (depends on disability).
- Pregnancy disability claims for most employees are covered under California’s SDI program.
Paid Family Leave (PFL):
- You can take up to six weeks of PFL with partial pay to bond with your new child or care for a seriously ill family member.
- If eligible on or after January 1, 2018, you receive 60-70% of your eligible salary, up to $1,216 per week (a $50 minimum weekly benefit applies).
- PFL is a part of California’s SDI program.
Long-term Disability:
- You can enroll in this voluntary benefit plan and pay the full premium cost for coverage (evidence of insurability may be required).
- You choose from two types of benefits: the Base Plan or the Fixed Benefit Options. The interactive Benefits Guide provides details.
- The plan continues a portion of your salary if your disability continues beyond 60 days. As long as you remain disabled, you continue to receive benefits until age 65, or the Social Security Normal Retirement Age (whichever is longest).
- Your long-term disability benefit may be reduced by other forms of income (i.e., workers compensation and California SDI payments).

Register or Access your Clipper Card Account.
- All eligible County employees receive a Clipper Card loaded with a VTA Smart Pass.
- You can use your Clipper Card for unlimited rides on the VTA local bus or light rail systems. VTA Smart Pass is not valid on VTA's express bus services.
- The Smart Pass Clipper Card is not valid for free travel or discounts on any other transit system. However, you can load additional fares for AC Transit, BART, CalTrain, Muni, and SamTrans to your Clipper Card.
- To coordinate your Smart Pass Clipper Card with other transit services, visit the Clipper Card website or email Clipper customer service at custserv@clippercard.com or call 877-878-8883.
- If you retire or no longer work for the County, your card is deactivated. You can continue to load personal funds and use the card to ride public transit.
